You don't need to install a second OS or a virtual machine to run Linux programs. The ability to run Linux programs in Windows has been implemented directly in Windows since version 1709 via WSL – the Windows Subsystem for Linux.
Of course, this isn't a full-fledged OS with a graphical interface, and running Linux programs requires some manipulation using the command line and additional software installations, but overall, everything works.
