An HTML comment is a piece of text that is only viewable in the source. It does not appear on the public facing website. It is most commonly used by developers to explain the purpose of certain parts of the code or what they were trying to accomplish. This helps refresh their memory in the future and it would help any new developers who haven't worked with those HTML files yet.
