Testing a VRS in situ isn't that hard as long as you have an oscilloscope and a power supply. The scope is a DS211 and the power supply is outputting 5v DC.
Connect the + lead of the power supply to 1 pin of the sensor (either one).
Connect the - lead of the power supply to the negative probe of the scope.
Connect the positive probe of the scope to the remaining pin of the sensor.
Apply 5 volts and manually spin the wheel or the engine.
Watch the scope to ensure you are getting a sinusoidal (sine) wave with the middle of the wave around the 5 volts line.
