This animation is useful for two things:
1. First of all, this is called a "Delighter" which is a great cognitive bias to leverage. Delighters are happy surprises that make a difference. They provide a high degree of gratification and pleasure (Source: Brainiac)
2. Keeping the CTA within reach is convenient for users and may positively impact conversion.
