solution:

First open Registry Editor as Administrator
Then go to:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Cryptography\Protect\Providers\df9d8cd0-1501-11d1-8c7a-00c04fc297eb

Then create a new reg key with the name "ProtectionPolicy" and type 32 bit DWORD and set its value to 1

Then restart your computer
