Type cmd in the path where the path to the directory is shown to open the command prompt with that path.
type: python -m venv "virtual environment name"
press enter to create the environment
TO ACTIVATE IT
Type in the cmd: "virtual environment name"\Scripts\activate
press Enter to activate it.
