The stalling of the Scottish and Welsh devolution bill in in 1976 due to a huge number of amendments, the Bill's Labour cabinet sponsor Michael Foot tabled a 'Guillotine Motion' to attempt to prevent these delays that bogged down the passing of the bill . The motion was rejected by MP's and the government was forced to withdraw the Bill.1977 discussed by the Thames TV factual programme 'This Week'
