Steps:
Step 1. Download SQL Developer.

--Extract downloded software
--run sqldeveloper.exe by double click
--for the very first time it will take some times
Step 2. Run SQL Developer.
I tested with sys and HR user.
Notes: You need to install oracle database software on your computer.
