SDL Tutorial 1(Setting Up SDL)
This video should show you how to set up SDL in Code::Blocks.
This video pretty much assumes that you know C, or C++.

For the Compiler Search Directory add:
(SDL root folder)/include
For Linker Search Directory add:
(SDL root folder)/lib
For Other Linker Settings add:
"-lSDLmain" and "-lSDL"
Note: those are lowercase "ells" and not capital "eyes".
