How to use BottledExp:
Give the players permission to use the commands. The list of permissions is on the BottledExp Plugin page.
Use the command /bottle stats to see a player's stats and /bottle get to turn your exp into bottles of exp.
In the configuration, set the amount of exp that converts into a bottle or the amount of exp a player obtains from an exp bottle. You can also set what block players can use to fill empty glass bottles with exp.
