CPU USAGE 100% HELP!

I had this problem with some games(Especialy 2k10,2k11 and Assasin Creed i had this CPU Usage problem(there is games like PES where cpu usage dont bother me or goes 100% just few times. Howewer i cant play 2k11 because it reaches 100% maybe a minute or two, i dont know what to do. My pc is:

AMD Atholon 6000+ 3.00 ghz. Dual core.
Ati Radeon 4650
2 GB Ram.
Windows XP Service Pack 3

I think it meets with 2k11 requirments.

And that CPU problem with most of the games? Even Counter Strike 1.6 sometimes :D Can you help me to find out where is problem?
