Making CLI-command w/Python (attempt)

That is, a Python .py file able to be used like a Linux / Unix command like cd, ls, pwd or git without a file extension and anywhere in the terminal. I followed the example of nbdev learning it used Python's standard packaging tool, setuptoos and setup.py. But nbdev seems to do the conversion from its settings.ini file, so I take that route. I fail at the overall attempt but learned a lot about the use of the /usr/bin/ location to pull off the very Unixy-trick of the sbin folder. Why aren't they using sbin? Oh, I've got more to learn. But follow along as Charlie Brown kicks at the football and has Lucy pull it out from under him... over and over and over. I back-up like a Roomba, turn a little and retry.
