Problems solved:
1) npx create-react-app could not install from as it does not contain package.json problem
solution command: npm config set cache "C:\\Users\\Naveen~Guleria\\AppData\\Roaming\\npm-cache" --global
2) npx create-react-app timeout problem
solution set:
timeout=60000
prefer-offline=true
