In this python tutorial, we will go over how to create 3D maps with pydeck.
It looks like, by default, pydeck 0.6 provides basemap tiles through Carto, so you don’t need to use mapbox. I have added an additional Jupyter notebook to GitHub with examples using Carto. Please see comments section - pinned note at top for additional notes.

To use pydeck with mapbox maps, an API key is required. Instructions for acquiring an API key are in the pydeck documentation.
There are several keyboard combinations to rotate maps that can be used for Mac and Windows (examples - command + using mouse or trackpad will work on Mac, shift + using mouse or trackpad will work on Windows)
We will use ipywidgets in this tutorial. If you would like more information on ipywidgets, check out my tutorial on how to create widgets.
If you have trouble installing pydeck on Windows, use Anaconda Navigator (from python anaconda distribution), click Environments, click Create to create new environment, click on new environment arrow after it is created, Open Terminal and install package, then click on new environment arrow and Open with Jupyter Notebook.
Check pydeck documentation to enable maps to show in jupyter notebooks.
Another option to view maps is to save the map as a html file and open html file to view.
If you have issues running the code, try to close everything and reopen.
