009 Developer Experience improvements - Prebuild DevContainer to decrease start time.
Added a prebuild DevContainer for the repository in order for the open time for the DevContainer to be drastically decreased.
1) Add devcontainer.json to the `.github/workflows/.devcontainers` folder.
2) Move image and features to new devcontainer
3) Add CI to build image
4) Add new image name to original devcontainer.json
