Implementation Plan:

Step 1: Initially we create a cloud-sim environment with n number of users, n number of switches, n number of controllers and n number of cloud service providers.
Step 2: Next, construct the topology based on an undirected graph and perform the Optimal Controller Selection process by using the Firefly Algorithm.
Step 3: Next, Perform the multi-controller placement process by using a simulated annealing algorithm .
Step 4: Then next, perform the sample packet transmission between the users.

Step 5: Finally, The Proposed Work evaluates the performance metrics, Propagation Delay,Average Round-Trip Time (RTT),Matrix of Time Scion (TS),Average Delay,Reliability,Throughput,Cost and Fitness Value.
