PHP PDF Utility is a self-hosted, all-in-one PDF toolkit built with PHP 8 + Python. This web app lets you upload PDFs (and images) and instantly perform essential document tasks like merge, split, password lock/unlock, convert PDF to images, convert images to PDF, and redact text. It also includes a unified REST API endpoint (POST /pdfservice) so you can automate PDF operations from your own applications.

Requirements:

PHP 8.0+ (with proc_open enabled)
Python 3.9+ on PATH
Python packages: PyPDF2, Pillow, pypdfium2
Server document root pointing to the public/ folder
Quick setup:

Upload the package to your server and set your domain’s document root to public/.
Install Python deps: pip install PyPDF2 Pillow pypdfium2
Copy .env.example to .env and customize branding + upload limits.
Open the site and test tools, or use the API via POST /pdfservice.
API note:
Send JSON with the operation name and base64-encoded file(s). The response is a downloadable PDF or ZIP. Errors return JSON.
