by restoring quarantined items by your antivirus 90% of errors can be solved
Here are the steps to fix it:
1,open your antivirus software
2,In that locate 'quarantined items'
3,Look for the file "steamapi_api64.dll"
4,click that and restore it
5,And go to real time protection and select 'excluded apps'
6,click add file and select "steamapi_api64.dll" on your gta5folder
7,solved
