C++ Programming Tutorial #11 : Building a program from scratch, part 2

In this session I have semi-randomly chosen an objective for our program. No coding here,
just the first step (and always the first step) of building a partial outline. Once we have an idea of what we need to accomplish, we can go through our list and take it 1 step at a time.
The intended program will read from the keyboard (or a file) some data, and then either convert the data to upper or lower case. Optionally we may add the possibility of letting it take arguments. In the end we should have a much better idea about the topics mentioned in the video.
