Adjustments that can be made in video editing software, in this film you can see the results of lowering the amount of red and increasing the amount of blue in the colour correction routines. The software you use is not so critical, any reasonable NLE should be able to handle the process. Other corrections here are brightness, gain, intensity (black levels) and a little contrast adjustment.
