Part 3 - WinPython Portable Environment

Why?
Anaconda usually only has a specific version environment available for Tensorflow (TF, 2.1 at the time of writing), what if you want the latest version or a legacy version? Or a portable version that you can carry around with you (especially useful when going from one lab computer to another)?

WinPython scientific distribution allows for this!

Determine version of TF wanted.... check the date
Determine the CUDA and cuDNN versions required for that version
Get closest WinPython release (prefer stable Python version like 3.7 at the time of writing)
Make sure to check install packages (remove if any unwanted packages are present like CPU TF)
Note any MKL Numpy installation, these are faster numpy, uninstalling it will break Scipy etc.
Install TF via PIP

That's it!
