Inline CSS is very common, mostly because it's the 'lazy way' of doing things. Sometimes you will encounter styling that you can't find the source of and often it's easier to put the CSS right in the HTML, which overrides other CSS commands. However, it's not clean code. It's always best to not use inline CSS or inline blocks and put all your CSS in the style sheet.
